It Happen in Springfield
Dorothy Richards was appointed as the new village clerk of Springfield on June 2, 1973, by the
village board. She succeeded Carl Hibbeler, who had temporarily filled the role after Margaret
Joern resigned from her part-time position. In the past, village clerks managed their workload
from home, were on-call for building permits and inquiries, and recorded meeting minutes
during monthly board meetings. Once Mrs. Richards took over, the village office opened its
doors for the convenience of Springfield residents every Tuesday and Thursday morning from
9:00 a.m. to 12:00 p.m. In 1973, Springfield's status was elevated to a second-class city. As time
progressed, Mrs. Richards experienced an increase in both her duties and work hours as city
clerk. After a dedicated career of twenty-six years, Dorothy Richards retired from her role as city
clerk.
